I-130 supporting docs

My sister is a US citizen and wants to apply for parents GC. The I-130 instructions mention supporting doc as birth certificate. My sister's birth certificate name does not match the one on her US passport. The question is: do we have to get the name changed - a time consuming procedure or can we submit alternative documents; if so, what are they? Specifically, the docs required are to prove 1. US citizenship of my sister and 2. establish relationship between herself and her mother. Can the passport serve for 1. and for 2. what can we provide? Please provide info.
