Wife H4 stamping for second time

My wife is going back to india, she is on H4 but our stamped Visa got expired in october 2007, But both of us have extension till December 2009, my question is
Can my wife get her H4 stamped again ? without me (means i am not going for my H1B stamping again), coz i am still in US and i am not going back

Spouse's H4B visa application does not require the presence of the H1B visa holder.

my concern is the stamped visa on my passport has expired, But me and my wife have extension ;

Will consulate stamp visa based on the extension for my wife; or they will need me to get my VISA stamped first and then my wife will also get her visa stamped
