A little worried?? I-130

First of all, i would like to thank everyone who replies to my question in advance!
I filed the I-130 and G-325A on Sept 11, 07 at the laguna niguel office, and have not recieved a receipt, nor is the money order cashed. (it has been 3 months) and when I contacted USCIS today, they said to check back every week. Is this length of time normal??

Also, I sent the forms 'certified mail w/reciept', but the post office made a mistake and never did scan the envelope, so I dont know for sure if the envelope was even delivered! I am worried, should I resend the forms or just wait ?

Get your money back from the money order and re-file it, it seems to have been misplaced. Get tracking working this time, it should not take this long. Use a personal check this time.

I applied the same application to Nebraska Service Center and the post office dropped the application on Sept. 13th, 2007 I am waiting for Receipt as well. I contacted them several times and this time they opened up a tracer but the sad news is that they want me to wait another month before they can give us a reply on the tracer. It seems like the backlog issue is a complete mess and I dont know what to do.
