H1 stamp security check can I use AP?

I am going for my H1 stamping in Mexico. The question I have is, if the US consulate places me under security/administrative check and gives my passport back, can I enter the US using the Advance Parole I have?

---- Why do you need the H1 stamp when you have AP. The very reason to apply for an AP is to avoid going for any stamping outside the US
