If a person was born in India in 1970, then moved to the U.S. and became a U.S. citizen, how would he apply for OCI?

For requirement #3 taken from, http://www.immihelp.com/nri/overseascitizenshipindia/application.html, please clarify any other valid basis to claim for a grant of OCI.

Approximately what is the timeframe before being notified of OCI status?

1. Just like anyone else that qualifies.
2. If he was born in India, he qualifies for it. He can show the proof of his previous passport.
3. 3 to 4 months.
