H1b Transfer with out flying to US

I have vaild H1b Quota 2008 and Got Stamped in Chennai. Still my company is not ready to sent to onsite. Whether can i transfer my H1b with out going to US from A to B?.

If you never enter into US and having valid I 94, no chance to transfer from A to B.

Hi Mr. sub and Mr.Greatguru,

what is the law regarding transfer of H1B, while the candidate has stamped visa but not entered the US.

There seem to be contradictory views regarding this issue.
