How many times any labor can be substituted for I-140?

My I-140 was filed using labor substitution. Recently I came to know that same labor was substituted for two other employees in past (may not be active at this moment). My question is>>

- How many times any single labor can be substituted?
- If there were two I-140 substitution (using same labor) in past, what are the chances of getting RFE on my labor?
- How can I check, how many active I-140 are pending on my labor?
- Can any employer use same labor for two or more employee?

Here the point of importance is , whether the labor certification is utilized or consumed?

Immigration I 140 petition must go with Original LC, if that is the case you can not substitute more than one unless previous one is withdrawn before substituting to other.

How can I verify whether my the labor certification is utilized or consumed?

Can any employer file two I-140 on same Labor? Is that legal?
