I applied for a change of name in my wife's PIO card approximately 4 weeks back. When I called the indian consulate 2 weeks back I was told that the PIO card has been mailed back to me but I have not received it as yet.

I have tried calling the consulate continously for the past 10 days but no one answers the phone and no one has cared to give back a call after leaving numerous messages.
