At present I have H1B visa
I have been selected as Phd Student
Please guide me what procedure to be followd? I have to get F1 and surrender H1B?
Should I have to Go India to fulfill procedure or I can do it from USA?
Please guide me.

You can apply for a Change of Status within the U.S. if you do not want to go for an F1 visa interview just yet. Form I-539. Next time you want to enter on F1, you will need to have an F1 visa though.
OR
You can also get an F1 stamp if you want to. And, enter using this visa and I-20.
