H1 transfer query

Hello,

I have an H1-B and had been working in the US till Dec 07. However during this time my H1-B expired and my employer got it extended. I have come back to India and got my visa restamped. However I have not travelled again on my new extended visa.

My query is : I have an offer from a US based company and would like to know if my visa transfer can be done to the new company even when I am not in the US right now ? Or do I need to be in the US for this transfer ?
