With in how many months should a person travel to US once the Visitor VISA is approved.
Can he wait for 3 months and start his travel?

No restrictions. One could wait 9.5 years and travel if it is a 10 year visa.

Visa holders can enter US even upto the last day of visa on the passport.
If their passport is stamped at POE before 12Midnight they will be allowed to enter US
