Question on Emergency appointment

Hi there,

My friend was on H4 and she changed her status to F1 while in the US (completed two semesters). She had to travel to Chennai this summer and now she couldn't get an appointment to get her F1 stamped. She needs to be back for Fall. Will this be eligible for an emergency appointment? Appreciate any thoughts and inputs on this.

If she has not been refused F1 visa once within the last six months and if her program start date is within 120 days, she is eligible for emergency appointment.

Her program has already started but this is the first time she is going to get a F1 stamped.
