L1B to H1B

Hello All,
I am working on L1B with Employer A. IS it possible to convert L1B to H1B through another Employer B?
My wife is on L2 and would like to apply for EAD. Do they have any min. educational requiremment(professional degree) to approve EAD??? If she gets EAD, will she able to work anywhere??

L1->H1b conversion is possible if a quota number is available. That will render the L2 EAD void. L2 can apply for EAD and work anywhere once approved. No professional degree restrictions.

One quick question-What is quota number?? Please explain..
Is it the same like applying for H1B visa once in a year or conversion can be applied anytime. One of the employer is offering me job but do not know about L1B -H1B conversion.
