Greencard for spouse

I am a US citizen (born and bred in Michigan). I have lived outside of US for 7 years and am married to a Scot. (UK citizen).

My question is:

We want to buy a house in US (Nevada). We are NOT looking for a green card for the wife. We would like to come and go as we please (HER) with out the visa hassle (what kind of long term visa, card, etc. does she need)?

We live in Europe (Malta) and I get Social Security retirement. What is EASIEST solution to our problem?

The best thing to do is to get green card for her. Otherwise, she can enter on Visa Waiver Program, but if she comes too often and stays for too long, it will be problem.

Thank you for your answer. If she arrives on the Visa Waiver Program can she start green card paperwork in USA? If so do you have an office in Las Vegas or San Francisco? What are the costs for paperwork though your service?
