N-400- Name (interchanged) change question

I got my GC by Jan-2004.

1) Can i apply for citizenship after 5 years (ie Jan 2009) or before ?.

2) Name is interchanged (first name/last name) in Greencard.but it is the way in passport also. Do i need to get corrected before applying or can i do that when applying N-400 form(N-400 has a column which states name changes)

... after you get your GC you can file for your US citizenship.
