Hi,
I am an Israeli citizen and I lost my passport which had my B1 visa inside. I have already gotten a new passport from the Israeli Consulate in Los Angeles, however how do I go about getting a new B1 visa so that I may travel out of the States and back.

You can safely travel outside the US without new visa. But, in order to enter back, you need new visa.
