My friend came in the U.S. in 2000, with a tourist visa legally and he file a case of labor substitute from someone in 2003. But his case dinied because I140 dined. Now in 2006 he filed a labor and the labor approved so he filed I140 again. So he was wondering when priority date comes can he file for adjustment of status?
