H1 application without EAD card

Dear Members,

I am on f1 visa and finished my masters recently. I applied for opt but the EAD card is lost in mail so I have to file for opt again.
My visa screening is already completed and I have job offer letter too.
My question is ' Can I file H1 without EAD card?'

If the card is lost simply apply for a replacement card, if you have the receipt notice it will be useful. Search the USCIS website for help. They also have a number which you can call.
You cannot work unless you have EAD card with you, but for applying H1 there should be no problem. (I am assuming that is for non-cap, because cap H1 applications are done on April 1 which gives you plenty of time to apply and get a replacement card)
