Sorry for the late reply and i hope it still helps you.
Iam a new member so i came across your post just today.
Since your mom is on a visitors visa,her passport can be surely renewed at your country's embassy but she will be given a short term renewal of 1 year only as she is not in her homecountry and has a visitors visa.
You have to make it clear to them that you have travel plans ahead and the reason for your renewal is because you have to travel.
All is good with the renewal but the only problem is when you go back to your homecountry,it takes a while for her passport to be renewed,they make it a big issue saying that it was not renewed in India and they can take upto 3 months for the renewal.
So take the best decision
