Visitor's visa rejected in UK

I tried to sponsor by younger brother, who is working in UK. He is 25, single and has a MS in Comp. Sc. His app got rejected in London embassy as 'potential immigrant'. They asked him few question and said 'sorry'.. Didn't look at my of mine documents either.

Is there anything we can do?? Like can he try again after buying a house in UK or something?? Or can he try in Indian consulate next time he visits India??

You can try at either of those 2 places but it is difficult for younger people to get visa.
