My parents got refuse

Hi, Last Monday my parents got refuse at Mumbai Consulate for Visit visa, they hand out letter with nothing is highlighted or checked. Would some tell me what should they do next?

Even my parents got their papers back but they were asked to schedule an appt to showup at Madras consulate. They may be goin in May second week (next earliest appt available).
