Work experience needed?

I am now on H1 and my spouse is currently on H4 status. Both are now in US. She completed her 4 year bachelors degree in India.

What amount/period of work experience needed for a H4 visa holder to apply for H1B?

Is there any rule that states about the work experience needed to get converted from H4 to H1B?

Looking at current economy its hard to get H1B with no experience.

If an employer is ready to file her H1B without her prior experience then employer has to prove to USCIS that her profile is matching to their job requirement for which no experience required.

Yes, the US economy is really bad.
I know of a person who tried to file H1 through a consultant for his wife who had no experience.
The H1 consultant, in order to get the H1B visa approved filed H1 with false experinec of 3 years. USCIS did some kind of security checks and it got backfired.
So please be honest and please be aware of what the H1 employer / consultant is doing.

Most of the desi consultants are crooks. So be careful.
