LCA , I-129 -reqd ??

i am on H4 & hubby is on H1 . my parents r coming here . they have their interview on in chennai. we have already sent them all the documents .
but their agent is telling we also need to send
1)LCA ( labour condition application )
2) I-129 .. we have already sent the I-797 H1 petition .
3) hubby is in a new co. since Oct 2003. so he has asked for previous employer's verification letter as well ..

are all these reqd ?? he says they are reqd in chennai.

please respond ASAP .

I don't think LCA, I-129 etc. are required. USCIS (formerly INS) already looked at all that before they approved H1 visa and gave I-797 approval.
