Unhappy HELP PLS! Want GC for Mother-but Birth certificate and Passport birth date different.

I am USA citizen now. I want to apply for a greencard for my mother. My mother applied for her Indian passport based on her school leaving certificate birth date and month. Now here is the problem.

My mother needs her birth certificate for US immigration but since she didn't have it, she went to her municipality/panchayat for getting this. But the Panchayat found out that her birth date is different (than the school leaving certificate) in municipality/panchayat records. So she asked the municipalityto give the correct birth certificate, but the municipality/Panchayat denied doing any change. They also denied giving “No records of Birth Cerificate”. So now her Indian passport and birth certificate have different birth date and month (the dates differ by around 1 month).

Can anyone please advise me on how to proceed with the US immigration for my mother? Can she immigrate without birth certificate and “No records of Birth Cerificate”? Is there anyway around this??? Please Help!!!

I surely can understand your frustration when it comes to dealing with the indian bureaucats..(i purposely wrote *cats instead of bureaucrats..).
Listen ..here is a way out.
I am having a similar issue with my mothers birth certificate where date of birth certificate showed 8th july instead of 7th jul...and we made her passport with the incorect birth cert...becz by the time we realised it was too late. But i consulted a lawyer and he advised me making a affidavit to that note of correction...make your mother's brother (your mama) or if your grandparents are still alive as a deponent.
You can then approach your municipal authorities and get a revised certificate based on the afidavit..No one can deny you now...hope this helps..

    Good luck
