I applied for H1b this year and got the receipt for USCIS. Can I study in the university while on being H1B or atleast part-time study?

I applied in masters quota. Do I need to convert my Status to F1 again?

As long as you continue to maintain your H1b status by working and getting paid, no change of status to F1 is needed.
If you do not want to work, then it is necessary.
