Parents Visitor Visa

Hi,
I have prepared documents for my parents according to immihelp website. I have following questions.

1. I have heard that after 3 rejections, cannot apply for visa for three years. Is that true?

2. I am sponsering my parents, my husband and i both work. Do i have to show the annual income for both or just mine. I am talking about question 7 on I-134, "I derive an annual income of".. I am not sure whether i should write only mine or combine income.

2. If one person's income is sufficient, show that. Else show both.

One more question, while sending the DS-156 via courier, what sponser's documents need to be sent? Visa-services just says additional document like child's visa status copy. What other documents could be sent at this time?
Does the visa officer review these documents before interview?
My in-laws got rejection twice under section 214(b) and we are planning to apply again. Sending a letter to consulate and parents affidavit with the DS-156 would help?
Please suggest.
