PIO and OCI Cards

Hi! I have Questions about getting PIO and OCI cards. But before that I want to let you know my situation as it stands today:

1. I have Indian Passport and born in India. But working in US for 18 yrs.
2. I just got my US Citizenship certificate on June 23rd 2009.
3. I applied for my US Passport on June 29th 2009.
4. It takes 2 to 4 weeks to get my US Passport.
5. I am planning to travel sometime in July or Aug.

My questions are as follows:

1. In order to get my PIO card do I need to have my US Passport in Hand ?
2. Can I expited the process of getting PIO card ?
3. If I have to travel to India before I can get my PIO or OCI card do I need to apply for a Indian Visitor VISA ?

1. What type of US Citizenship proof, if any, do I have to produce to at the time of applying for PIO / OCI card ?
