h1 visa transfer question

friends,
i am working with a company on h1. Another company has offered me a job. What is the general time it takes for us to receive a notice of h1 transfer application after it has been filed to the ins. i assume that i can start working for the new company after i get the notice that the appplication has been received by ins.
