Entering on Visa Waiver Program

I wish to have some additionnal information about entering the United States in my specific case.

I'm a French citizen, living in France but actually traveling in Mexico under touristic visa. Early September I wish to go to the US, always under touristic visa, entering from Mexico.

Basically what I understand is that, as a French citizen, I benefit from the visa waiver program and just need to fill in the ESTA form online. However, people entering either from Canada, Mexico or Caribean should be resident in these countries to enter by air or sea. Does it mean that in my specific case I can't enter by air and have to do it by terrestrial means?

That exactly right. You can't enter the US like that.
