Travel Insurance for son traveling to Paris

I would like to buy medical insurance for my 16 years old American son traveling on 7/16/2009 to Paris, France and returning on the 7/31/2009. He is in Buenos Aires now and will fly directly from Buenos Aires to Paris. Can you send the ID via email? If not, would you be able to send it to Buenos Aires before the 16 or to Paris after the 16? What would be the cost of sending the ID card?
