F1 to H4 and Then h1 in 2010 h1 cap

Hello There,
Last year I had completed my MBA Finance here in USA on F1 visa. Now I am studying MS on F1 but would like to get it x'fer to H4. Once I am on H4 my question is : If I apply for H1 in 2010 will I be still eligible for the 20K H1 quota or not?

20k is if you have a US advanced degree. Does not matter if you or on H4 or F1.
