You need to send your's wife birth certitifcate. You need to get it translated in English. Yes, it should be both original and translated.

Speaking from personal experience, these days all major cities in Gujarat have computerized all of their birth records.
And so a few years ago my family was able to get a very clearly computer printed birth certificate for me in English from the municipal corporation authorities in the city in Gujarat that I was born in.
Your wife's family might want to try that avenue out. It would help for them to carry the original Gujarati birth certificate with them when they visit the municipal office.
