PIO Card - Chicago

Hi,

My wife and I are trying to apply for PIO card via mail at Chicago
consulate. We see conflicting information on their site. The instructions
sheet says we need to send our original US passports while the PDF
application says do not sent original passport. Are original US passports
required by the consulate? This is our first application for a visa of
any kind for India.
