Change of Location while H1 Extn in Progress

Hi,
I am an employee of indian it company.

I have a question. I am in City A where I applied for H1 Extn. The project got over while the H1 Extn is still with USCIS. Now I got another project in City B
but there is no LCA for me in city B.

What is to be done for getting this LCA?

Ask your employer to file a new LCA based on the location and client information.

Thats where I am not able to understand.

The internal team that deals with visa is saying that the LCA should have been filed earlier. given the fact the my H1 Extn was applied 3 months ago, there was no way to know which project I will get after 3 months.


and they are saying that until the H1 extn is approved, they cannot issue me a LCA for the project in City B.


one more question, is LCA filed for person or position on the project ( like project manager , team lead etc)
