PIO Application location

Hi,
I am appling for PIO card for my daughter. We live in Atlanta GA. Do i need to appy at Houston location or i can apply any other location?

You must apply at the Houston consulate -- the jurisdiction listing is here. I got my PIO there in 2008 and it took only four weeks.
