Please help

I am in a huge mess. I became a US citizen last year in Oct. Due to unavoidable circumstances, I couldn't apply for US passport till June. As soon as I got my pp, I sent my Indian passport for renunciation. My designated embassy is Houston, but by mistake I sent it to Newyork . It reached on June 28th. Sent many mails. Numerous phone calls but no response. I haven't heard anything from them till today. I have to leave for India on July 22nd and haven't applied for visa yet. what should I do? Can I get a visa along with renunciation of my passport in NY if I appear in person?

Please help me.
