Embassy of India does not provide any health insurance to Indian students stuyding in the U.S.

However, we have several student insurance plans from the U.S. itself.

Can you please find the requirements of the comparable student heatlh insurance plans? Or can you get the copy of the waiver form? Once you do that, we can tell you which plans will meet their requirements so that you can buy that.
    Thanks & Regards

If you are spending some time in the US as a student, don't go cheap on insurance. Healthcare in the US is expensive beyond imagination. Doctors and hospitals here don't accept plans from India, so you will need to pay upfront and claim later and insurance companies have a nack of denying/underpaying claims.
It is best to buy insurance in the US.
This is my opinion and not legal advice.

While looking at the waiver form, it seems that they either accept the insurance plan sponsored by an employer or sponsored by a foreign government.

Government of India has not sent you here to study. Therefore, you can't get insurance through that route.

You are not working here and therefore you don't have an insurance through employer. As far as I know, I have never seen an insurance through U.S. employer that has evacuation and repatriation coverage that they are asking. Insurance through an U.S. employer is meant for the U.S. residents. Therefore, where are you going to be evacuated to or repatrited to you are already in home country? Such things would be required only for the international students and why would U.S. employer provide such coverage?

Your school's waiver form does not seem to provide any option for you to purchase an individual insurance from an open market.

Therefore, it would be best if you can check with them to see if such an option is available. If so, we can suggest you some plans.

Otherwise, it seems that you have no option other than to get insurance through them. (That is, you have no other choice.)
        Thanks & Regards

You don't have any other option than to enroll in your school insurance, because they don't seem to be allowing any other insurance.

          Good luck.
