In the DS 160 form, under E-Visa US personnel information 2 for tab Place Visa was Issued, I want to choose USA but that is not an option. Any suggestions?

That is because Visa can never be issued from within the US. Visa is always issued outside the US at US Embassy/Consulate.

Thanks. What if they basically received a stamp for changing the type of visa within the US?

You don't understand. No one can every receive the visa stamp in the US.
What they can receive the legal status change or I-94 extension, but not visa stamp.
