B1 Visa Denied, Need help with 2nd attempt

Hi,

I am a veterinary doctor,married,having child,in govt. job,good salary,property,bank balance . i need to visit us to take veterinary licensing exam(navle).i applied for B1 visa ,it was denied .consular did not bother to look at my documents,i had all the documents including letter from AMERICAN VETERINARY MEDICAL ASSOCIATION(AVMA) indicating my candidature for exam,all the questions asked to me were answered positively,nevertheless visa denied. please guide me so that i get visa approved in second attempt.
