Obtaining a R1 Visa

I browse and get your website. I have few question before I can decide to need your assistance.

1. Which one easier to apply R1 visa. Apply it fro native country or when I get in USA using B1 visa? Assume I have already sponsor

2. IF I have to apply from Indonesia, Can you help in preparing the paperworks only? What's the cost?

3. If it's easier to apply from inside the US, how much the cost for assisting me in that matter? (changing from B1 to R1?)
