Change of Status H4 - F1 (Second Time)

Hi

I had a query regarding change of status for my wife from H4 - F1. My wife came to US in Jan 2009 on F2 visa. Later I got my H1 and she got change of status to H4. In Jan 2010 she started her Masters and changes her status to F1. Last month we went to India and she went for her F1 stamping. Unfortunately her stamping got rejected and she had to come back on H4.

Now she has a RA job on campus but could not take it as she is on H4. My question is:

Is to possibel to apply for change of status again. If yes what are the chances of getting approved. Also is there any time limit as to when should we apply as we hahve one rejection.

Visa rejection is not the same as COS rejection. I think she can sure apply again and there is a decent chance that she will get it approved.
