Default Visa stamping appointment - Mumbai

Me and my wife are planning to visit Mumbai from October 28th to November 18th..

Are you applying for the same class of visa which is currently valid
or has expired within the past 12 months?

My answer is "No" as my visa expired in 2008 . In this case, we do not
see any dates for Mumbai. We have already chosen "Mumbai" in DS 160.
If we answer "Yes" to the above question, then dates become available.

Please suggest how to move forward

You need to answer NO to this question since your visa expired a long time ago. You can try to write an email to the Mumbai consulate requesting them for an interview slot. You can explain them that you will be visiting between the dates specified and you don't see any available slots.

You can also schedule the visa renewal interview in a different consulate than Mumbai. You will have to redo the DS-160.

Since you are a returning worker, you can also qualify for emergency appointment. (But your wife may not qualify). New dates should open soon, keep checking too.
