Default Cancellation of passport taking a long time

I have sent my Indian passport for cancellation in Sep 2nd week to the consulate in Houston. Now its Oct 25th and have not got back my surrender certificate. I believe it normally takes 1 week and I also believe Houston office is backed up and is taking longer time now. I have my India tickets booked to attend family wedding. My outbound travel will start in Nov 1st week. I am trying to reach the consulate through phone, email and fax. So far am not able to get any response in any mode. Now I am planning to fly to Houston to try and get surrender certificate in person. Next day I am planning to go to Travisa and apply for the visa in person with anticipation of getting the visa in the evening.

Does anyone have any advice or opinion if this will work? If you have any other suggestions please do suggest. Thanks in advance.

I believe most of us are in the same boat. Need to make this pilgrimage to Houston to get our own stuff. Do put in your experience if you do go. I too had applied for SC around your time and have not received it. Do you know if they had encashed your money and when?
