Thanks for such a good information...that's why I will apply in the year 2011 August...Because my 3 years get completed on 2010 itself.

2008 2009 2010---will be 3 years.

Ok...after this is there any guarantee that I will get a fresh F-1 visa ?once I repettion the application.?

Please, answer me this question...I shall be really thankful to your help

Depends on the VO and your luck as you did exhibit signs that you did not want to leave US previously by overstaying.
