Houston - how long does PIO take ?

Hello all,
How long is PIO processing taking these days, compared to that of OCI ?
Does PIO need a Surrender Certificate to be submitted as well ?

What I know is PIO for only US born citizens whose parents are still Indian Citizens. In this case there wasn't any indian Passport to cancel. Please correct me if I am wrong. Lately there is a discussion about PIO and OCI gonna be merged into one facility. Need advise from experts here pls.
