H4 to F1 COS

I have applied for H4 extension in NOV 2010 and got approval in DEC 2010. I applied for H4 to F1 COS in JAN 2011. I got 797C which says the notice date is JAN 10,2011 but the receipt date as NOV 2010 which is the date when i applied for H4 extension and also the Receipt number is teh same as the one for H4 extension. Please let me know if this will cause any issues. I think the receipt number should be unique. Did they mistakenly assign my H4 extension reciept number to the H4 to F1 COS

It is possible that they made a mistake. Give them a call and find out.
