PIO Card Query

Dear Sir/madam,

I'm a graduate student here in Oklahoma city, i have a boy and girl born here in oklahoma city on 24th september 2010. I wish to take them to India by the end of july and would like to them back home with my parents for couple of years in India. I would like to know what are the supporting documents that i need to submit for the PIO card?

Also i need to know whether they should have Indian Passport?

After applying within how many days i can expect the card.
