Exclamation "Traveling With" Annotation on B2 Multiple Entry

My friend just got her B2 visa which she was supposed to travel with her hubby to the states. But her husband just had an issue and he could not travel with her. On her B2 Visa it states "Traveling with xxxxxxx" on it where xxxxxxx is her husband's name.

She got a 10 year multiple entry visa and that's the annotation on it. Is it possible for her to travel to the states without him? or if he writes her a letter explaining to the POE will it suffice to let her in?

This could be very subjective and very difficult to answer precisely. The result could be either way.

The wording on the annotation seems very weak. It doesn't say "Must travel with XXXXX" it just says "Traveling with XXXXX" almost as if they just wanted to make a note of it.

But does that create the requirement that XXXXX has to be with her each time she travels to the states?
