PIO Card - For German national

Hi all,

I am a Indian national and planning to marry my German girl friend in this year. I have read on lot of forums, but could not found an answer. When she comes to here on visit visa, we will marry. She/we do not want to go back to Germany and apply from there PIO card, because it involves lot of money for flying. So we are thinking to apply for PIO Card from India.

While on visit visa and married, can we apply for PIO card from India? We do not want to apply for X-visa, as she cannot work for next few months. I live in Hyderabad.
1. Is it possible that we can apply for PIO card as soon as married?
2. I heard that it will take 8 week time for processing. During that stay, does she need to leave India? Is it not possible without leaving India?
3. Are there any professional agencies in Hyderabad, who will does all this process?
4. Is it better to apply from Germany?

It will be a great help, if you can give information on above queries.

She can apply for PIO card only after you have already been married for at least one year.
