i want to apply for 5 or 10 years visa for India.but on san francisco visa website they say "5year and 10 year Tourist visas are available only to US citizens under a bilateral arrangement" What it means.

My husband is US citizen and got his 10 year tourist visa to India stamped over a month ago. I understand that a bilateral agreement is a mutual agreement between governments of 2 countries granting similar visas to citizens of either. What I think it means is a US citizen can apply for a 5 or 10 year tourist visa to India and an Indian Citizen can apply for a 5 or 10 year tourist visa to USA.
You can always contact the travisa office in SFO (that is where my husband applied) and they are prompt and will answer your questions.
